Free download waits for payment confirmation

I've got a new install of Zen Cart 1.3.8. I've created a free download and everything works *except* that the customers payment must be confirmed by an admin before the download link is provided. Once the status of the order is set to "Delivered", the customer can login to their account and download the document with no problem. But since the product and the shipping is free, it makes makes no sense to confirm payment.

The product is NOT virtual; Shipping address is required.
Shipping is NOT always free; Normal shipping rules apply.
The product has the Downloads attribute assigned.
The filename in the Attribute Controller is set and is marked with a green dot.

When ordering the product, the customer goes from the Shopping Cart to Payment Information to Order Confirmation to Checkout Success. The final page has no download link, but does have a line of text: "NOTE: Downloads are not available until payment has been confirmed"

What am I missing? How do I get a free download to simply provide the download link after Order Confirmation?

If the order was "free", then it was processed using the "freecharger" module, and thus the order's order-status was set to whatever status you have the "freecharger" module set to. If you change that module's status-setting, then future orders handled with that module will be automatically set to that status upon completion. I recommend "Processing", not "Delivered", unless you will never have a "free" shippable order.

Well, that was easy. That did exactly what I was looking for. But what is the behavior when a physical product is processed? I'm thinking of a situation where the product is free but the shipping is not, what will setting the status to Processed do? Obviously, a download link won't be provided. Will the order be on hold until the payment for the shipping is processed just as if the status were Pending?

"freecharger" only triggers if it's enabled and if the final total (including all shipping, taxes, coupons, etc, etc, etc) comes to 0.00.

If the payment is handled by some other payment module, then *that* module's settings will determine the status which the order is set to upon completion of processing by that module.
