I'd guess that's a 'feature' of your Template Monster template. They have a habit of disabling stuff like that. You might look again to see if their demo for that template has those links.

In a regular Zencart installation, that's #navMain in the stylesheet. Try switching temporarily to the 'classic' template to see if they re-appear.
