Does Backup SQL plug-in also do database restores? My developer says it does but none of the online documentation alludes to restoring ??

Restoring can be done several ways including phpMyAdmin. I always recommend the free version of Navicat for MySQL Lite. It will both backup and restore. It has many more functions as well.

The module does not include an admin restore function

I'm not sure what you're referring to. I've used the module's "restore" function to replace the database from a backup ... on many sites.
