Phone number error when trying a test registration

Hello all,
I keep trying to register under a test name, as if I were someone else visiting my zen cart.

The first time I tried it I put in this phone number, in this format, 513.721.1700

It got the weird error message "Your Telephone Number must contain a minimum of 513.721.1700 characters."

I've tried:
- re-registering with a blank form,
- using other formats like (513) 721-1700, 513 721 1700 or 5137211700
- using different phone numbers

No matter what I do it keeps giving me that exact error message, always having 513.721.1700 as what should be a number of minimum charicters.

No mods installed.

I have made many changes in the admin section though.
