i have never heard of IE not loading stylesheet. if you can see this forum correctly or any other zencart stores then is css loads fine in your IE browser .. chances are as was mentioned security adjustment problem with the IE browser or , perhaps , you should clear your catch and any saved offline web in your IE and reload your store page again .
