Hi,

I found a new bug that I find very annoying.
I have a cart with Zen Cart 1.3.8.

I use the Cash on delivery module and a bank transfer one only for Japan.
During the process when the customer choose an address in Japan, the 2 modules display, if outside Japan they not appear.
This is good.

Now imagine at first I choose an address in Japan then change my mind during the process and put an address oversea.
In this case, cash on delivery and bank transfer still appear.

It's the same with other way around. If I choose oversea first then Japan, only Paypal payment is available.

It's happen to one of my customers this morning !
