Is there a method to have 1 image per category? Then remove the no images available picture holder for that category?
I am stumped

Do you mean an image that belongs to the category as a whole, and not to a particular product? Just upload the image in admin > Catalog > Categories/Products in the category's editing page.
Then go to Configuration > Images > Product Image - No Image Status and set to 0.
