Editing Shipping options

I currently have multiple shipping zones and I want to edit and add new countries within each zone. I understand that you have to add ISO Codes but when I do this and save it in the checkout the countries relating to the new ISO Code do not exist in the drop down. Can anyone explain to me what Im doing wrong?

In a "fresh" install of ZC, all the countries of the world should be there (unless there was a Coup'dEtat somewhere in the world last week and there is now a new country ).

So... what countries are you now trying to add?
