I would like to make tabs for the header area that say "Contact Us", "Monthly Special", etc. Approx. 5 tabs. Is this a difficult task?

Only as difficult as you make it.
You can use a graphics program and incorporate the tabs in your logo, and make hotspots for the links. Then edit tpl_header.php
I believe there is a contribution for css menus in the downloads section.
