Block thing on top of page--remove?

Hello all,
I don't know what this is called, so I can't search for how to change it.

There is a large block of grey/white on the very top of my page. I don't know what it is called or how to remove it.

I want the top image to be at the top of the page.

Also, I would like to find out how to make the header image stretch across the whole screen.

The template designer has placed the navCatTabs above the header.

Admin - Configuration - Layout Settings - Categories - Tabs Menu

Excellent. I have successfully removed the links that were in that area.

What is the name of that area? I will try to find a way to remove the whole thing.

Unless you can give instructions on how to do that.

I have a picture for the header, however, there is a gray bar above that image. can you please tell me what that space is called. I am trying to remove it or at least place it below the image.
