Default HTML Button Doesn't work when editing pages

I can edit my pages in admin with the text editor and I see all the HTML tag and all the changes are reflected on the website.

What doesn't work is the button for me to change to the WYSIWYG HTML editor. Seems to be a dead link.

I couldn't not find the answer with my search here on the forum but I apologize if it's been covered previously.

    Thanks for any tips.

It's a standard 1.3.8 install with a simple override files setup.
