No actually the rules never did change,
turn the discount rates OFF in the admin

I have Show List Rates set to false, so if I set it to true the regular rates will display?

If you have show list rates to false then you are not seeing your discounted fedex rates,

I just verified it and your wrong, set to false I'm getting my discounted rates 100% and if I set it to true THEN I get regular rates.

Even on FedEx.com there is a preference to display standard rates next to your discounted rates, so it is very easy to verify this data....which I did!
