Help! International Zone Rates Shipping Doesn't work for me?

I am using Zencart 1.3.7.1

I have tried everything to get international checkout to work. I am using Zone Rates. The local shipping within the US works this way but I cant get the international shipping to work no matter what I try. I posted the settings below.

Do I need to have any kind of zone definitions setup to have this shipping type work?

I think the store owner had hired someone a long time ago to do some work on the checkout. If I need to reset the checkout back to original, what files do I edit.

Save these settings, then go to the Modules ... Shipping ... and do a REMOVE ... INSTALL and reconfigure of the Zone Rate zones shipping module ...

On the Product that you are testing, what is the weight of it?

What are your settings in the Configuration ... Shipping/Packaging ...
