Different shipping for more quantities

I'm working on NiagaraIceWineShop.com and want to be able to ship internationally.

As per my clients instructions, Western Europe, Mexico, South America and Japan needs to contact him for shipping, so I guess I can leave those out causing a "We do not ship...." message.

The Continental US uses the Per Item shipping and that seems to be working.

What can I do for the rest of the world?

The shipping costs for Icewine are $90 for the first bottle, $45 for the 2nd to 6th and $15 for the 7th to 12.

So 12 bottles would be $45 per bottle of Icewine, plus shipping = +90+45+45+45+45+45+15+15+15+15+15+15=US$945 for the case of 12

2 bottles 225
3 315
4 405
5 495
6 585
7 645
8 705
9 765
10 825
11 885
12 945

Can be shipped as single bottles or case lots of 12

Would shipping based on amount work here?

Since the price of the item is constant would I be able to create shipping rates based on that?

For example.

Can I setup the shipping for a $45 bottle (1 bottle) to be $90
Then for 2-6 bottles (at $45 per bottle) $135 and for 7-12 (at $45 per bottle) $150?

Then I would just have to deal with zones we ship to I think.

Please help me out of this dilema. It's probably an easy solution, so simple that I can't see it right in front of me.

You might look in the Free Software Add Ons as the Zone Table shipping module as it might be a little easier to work with to setup your charges by Zone in that Table format ...

I think we are going to have an outside source code the mod that we need because we're still stuck with the min. order requirement for the Finewines.
