I know this is an old post, but in case someone is seaching for a solution to this, here is what I discovered:
In the shop admin click on "Catalog/Product types". Select the product type that you wish to hide "Starting at" for and you will see an option "Show Starting At text on Price". Just change to a "0" and you're done.
