Free Shipping To US and Territories Only

I have free shipping turned on for orders over USD$165.00.

The problem is that the free shipping also shows for orders over USD$165.00 if ordered from a foreign country.

I want to limit the free shipping to the US, US Territories, FPO and APO.

How do I go about doing this or is this not possible?
