Edit your usps.php shipping module and change:

    $shipping_ounces = round(16 * ($usps_shipping_weight - floor($usps_shipping_weight)));

to read:

    $shipping_ounces = (16 * ($usps_shipping_weight - floor($usps_shipping_weight)));

Do you get more accurate rates now?
