Help Download attributes

I am trying to do a redirect download file ..I have done the option values, name etc. and the attributes except when I enter the file name for the url. I uploaded the file to the public_html/download folder and I still can not get a green dot when I enter the file name. I am entering it as /example.zip and I have tried uploadint the file to the /download folder instead -- no luck no matter what I do I can not get a green dot as a valid file name. I have been working on it for hours trying different files and combinations to see what I am doing wrong. For some reason the system can not find the file.

If the filename is:
example.zip

Then enter:
example.zip

and not:
/example.zip
