HTML - plain text for sending emails V1.3.8

Since i have upgraded my shop into version 1.3.8. i can't sent any email in html format.
The standard is "plain text" somehow...

i don't know where to change this so that my custumers will receive an email in HTML format.

please help me with this matter!

First it is at your customers discretion how they receive email... in their user preferences

And, look at admin > config > E-Mail Options > and what your settings are for
- Use MIME HTML When Sending Emails
- Email Admin Format?

My settings are:

Use MIME HTML When Sending Emails => true
Email Admin Format? => HTML

In my older version i had no trouble with this, its only since i have updated to the newest version 1.3.8 that i can't send any email in html..

Someone else who can help me with this matter?
