Table Rate incorrect (not a tare issue)

My first question is can table rate use decimals.

Here is the problem.

My items weighs 3.5 pounds. I add it to my cart and the shipping estimator says $7.00. I should say $13.23

Can someone please help me. I'm at my wits end. I've probably spent 10 hours on the forum looking for a solution. I'm tired.

I just saw that there were spaces in the post above. I removed the spaces and I'm still getting $7.00.

Save your settings to NotePad ... then REMOVE, INSTALL and reconfigure ...

No, that didn't work.

Also, can I use decimals in the weight? The scale goes up every .5 lbs.

I added your settings to my v1.3.8 Tables Rate shipping module and I get $13.23 ...

What are your settings in the Configuration ... Shipping/Packaging ...

I'm having another problem related to table rate.

I am running Zen Cart 1.3.8a, Database Patch Level: 1.3.8 and had the table rate set up. Then the client wanted to offer free shipping. So I set up a coupon for free shipping on orders over $999.00. That copuon ended today (3-1-10) and I Just removed the coupon so it will go back to the regular table weight shipping.

But it's not working.

I have 3 products that have 0 weight (ongoing special for this client) He does not charge shipping for those 3 items. It's always been that like that. (for almost a year)

So after I removed the coupon for free shipping on orders over $999.00, I exepcted the table rate shipping to kick in.

Well, I tried to order one of the products that has 0 weight and the shopping cart wants to charge me $21.48 which is the accurate shipping for 7.5 pounds. But there is only 1 item in the cart and the weight is set to 0. So where is it finding the 7.5 pounds.

Yes. the tare is set to 0.
The shipping zone is set to USA. (I really didn't change that before)
