Default How do I get into my database to change permissions

How do I get into my database to change permissions

I am getting a red box at the top of the website, It states
Webserver using PHP *is* able to write to file

I do not know how to get to the permissions file to get rid of this message.
I am a complete novice at all this, and cannot find anything in the admin panel that refers to changing permissions.

You don't do that in the database.

You should be able to change folder and file systems using your FTP program. FTP to your site's files, and right-click on the file (includes/configure.php in this case) and select 'Proprerties' or CHMOD from the dropdown.

If you can't do that, you can change them in your hosting account's control panel file manager.
