Table Rate - weight certain items no ship method

I have some items that I have a weight of .5 that is not showing any shipping methods. However, items in other categories have .1 weight and Table Rate shows up for the shipping method. I have looked through the items and the items look to be configured the same. Is there something else to check?

The big question is why an item with .5 weight would not have a shipping method available. I've tried setting it to 0:5.90 as the starting weight and still no luck for this particular set of items. Is there something in the item setting that would cause it to not have shipping options? The item has Normal Shipping Rules set on the item and I've compared all of the other item settings and they match tested items that work.

What are your Shipping settings in the Configuration ... Shipping/Packaging ...

Do you have a Tare setting being added in?
