products_options_values_to_products_options - Table Question

What is this table used for ?

I don't seem to be able to grasp it, I am remote accessing the database to update attributes and then update Stock remotely.I understand 'products_options_values' and 'products_options' but where does this table come into play and what does it effect?

that table is used for the admin side - for the listing of option values (so you see what option name each is used for) and for the attributes controller to ensure that only valid name/value pairs are added to a product.
It is also used on the catalog side so that the option names/values are paired correctly and for validity checks when adding a product to the cart.
