When a customer sends a gift to another person, how come ZC does not have an option to list the ship-to phone number for delivery issues or if we need to reach the ship-to person. Any way to add this?

I had this working fine in 1.3.8. I have upgraded to 1.3.9 and have been working to update each file. I have completed this but have a problem. The delivery phone does not post to the orders table. It posts to the address book and is visible during checkout process. It just is not posting to orders table as part of the order.
Which file posts this data? I have checked orders.php but don't see a problem.
