Adding News and/or Announcements!

I've already spent some time trying to figure this out before posting. I only found some mods that were not compatible and dead links, so I'm posting this question and I will continue to look while I wait for an answer, but this is rather urgent!

This may be simple and you can laugh all you want, but I need to add a module that will display an announcement and a link somewhere on my store. I don't care if its on the side, but I would prefer it be on top, front and center. Can anyone help?

I would love to put it above the featured products that come up when you first visit the site.

Just edit includes/languages/english/html_includes/theme168/define_main_page.php. You can do that in Admin - Tools - Define Pages Editor or (my choice) by downloading the file, editing it, and uploading back to the server.
