Are you *sure* it's not actually working and you're just seeing the site anyway because your IP address has been included as an exemption?
Other possibilities:
- When you set the down-for-maint switch maybe it didn't actually save the setting change
When you post such questions, you *really* should include a URL.

Yes, I do select the right options but, after saving the page takes you back to the Admin CP. Weird. I did not include a URL because it deals with the admin and I don't want the matter indexed by the Search Engines.

Is that the only admin thing that doesn't work?
Not being able to change admin settings (with a return to the main admin page) is a symptom of an incorrectly installed security patch, I think.
You know you could have done something like

Last I heard, search engines don't grab those.
AND, down for maintenance only affects the site, not the admin.

If the same symptoms occur when you go to save *other* settings in your admin, then you've incorrectly applied at least one of the recent admin security patch files, especially the admin version of the html_output file, and maybe others as well.
I didn't want a URL to your admin. I figured the Down For Maintenance should apply to your storefront, not your admin. I basically wanted to visit the site and see whether *I* saw it in DFM mode, vs *you* whose IP address might be in the exclusions list.
