Is there any way to automatically send the most recent newsletter to new customers/subscribers?

That's not a built-in option.

However, you could write code to do that as part of the create-account process, using a custom-built notifier/observer.

Or you might consider one of the autoresponder addons from the downloads/addons area which might be adaptable to your needs?
