It is well-known that (in v1.x) the previous/next uses a different sort order than what the user selects in the product listing.
There are some admin settings that control the prev/next sort order.
All the functionality applies to the entire store universally.
What you've experienced is the way it's written. If you want to change it, whether universally, or for just one category, feel free to alter the code accordingly.
