Handing for First Class but Not Priority

Is it possible to set the Handling fee for only if the customer select USPS First Class but not for Priority?

I think I would 'install' USPS and check Priority only. That will take care of your priority without handling charge. It's a normal set up.

Clone a flat Rate for the USPS First class and add handling to it. You can call call it uspsfirst.php or something like that.
