Adding a zone to free shipping

I am trying to add a zone to free shipping, on the drop down menu the only option it gives me is florida i need free shipping for the UK. I would be grateful for some help.

What shipping module(s) are you currently using?

If you are in the UK and want ALL of the UK to be Free Shipping, you could turn on in the Modules ... Order Totals ... Shipping ot_shipping the Free Shipping Options and set to Orders over 0.00 and mark it for National ...

This will then be the only option for the UK ...
