UPS and Puerto Rico

I'm using Zen Cart 1.38a.

I'm trying to setup my shipping as follows:

Lower 48 states - free
Canada, Puerto Rico, Alaska and Hawaii - UPS

Everything is working except for Puerto Rico.

If I enter Puerto Rico as the country the UPS shipping module is bypassed and I get a message saying that "we are not shipping to your region at this time."

If I enter the United States as the country the shipping estimate gets passed off to the UPS module but still doesn't work. I uncommented the "or die" code that dumps the response from UPS. I get a message that says "The Ship To postal code is invalid for the selected location." Then the number 3021.

My understanding is that USPS expects the US to be used as the country and UPS expects the PR as the country. Zen Cart goes by the USPS/ISO standard and UPS doesn't - and thats way this is breaking.

Is this correct? Does anyone know of a fix for this?

I seem to have gotten this working. I edited the Puerto Rico Zone and changed the country from the US to Puerto Rico. This makes UPS happy.

I just had the same problem. A user from PR complained there was no way to confirm the order and no shipping options.

Be aware that there is:
Country: US
State Puerto Rico

-- and --

Country: Puerto Rico

USPS wants the first, where United States is the Country and Puerto Rico is a State/Territory/Island of the US ... as they follow the rules of the US Government on what does the US "own" ...

UPS wants the second, where Puerto Rico is its own country ...

If you run both shipping methods, you need both available ...

Over time, we are working in a handy dandy hidden translator for UPS/USPS to translate back and forth so that the Customer can pick either combination and not break the shipping modules ... :cool:
