I recently installed the latest patch but I'm still receiving the upgrade message in the administration "New PATCH Available: v1.3.8a - patch: [1] :: Recommended upgrade."

What version of Zen Cart are you using? If you're using something older than v1.3.8a then the message is ... well ... correct.

It's a fresh copy of Zen-Cart with some tables imported from a previous database (orders, customers, and products).
There were 5 files in the admin security patch, and all 5 were to go into the appropriate folder underneath your admin folder. If you didn't put them in the right places, then they can't do their job, and thus the new-version message will continue to appear.
