Using v1.3.8

I want to setup shipping with the following:

First price is single item and 2nd is two or more
Contiguous 48 United States
USPS Priority Mail $4.95 $10.95
UPS Ground $5.95 $7.95
UPS 2nd Day Air $9.95 $14.95
UPS Next Day Air $19.95 $24.95

Alaska and Hawaii
USPS Priority Mail $4.95 $10.95
UPS 2nd Day Air $19.95 $24.95

I can setup this up using cloned table rates but it looks segmented, because I have one table for every type/speed of shipping.

UPS
Ground $4.95
UPS
2nd Day Air $9.95
UPS
Next Day Air $19.95

Is there a way to put it all under one heading like it is displayed when using the regular UPS module, such as
UPS
Ground $4.95
2nd Day Air $9.95
Next Day Air $19.95

I did see a Shipping List Module but it purely flat rates and cannot factor prices for different quantity of items.

Is there a simple way to do this, or should I just leave it segmented?
