Using UPS shipping with variable tare weights

I am wondering if it is possible to use the UPS shipping module and have a range of tare weights for the module use.

Example:

Weights 5lb or less tare weight 10%
Weights 5lb to 10lb tare weight 15%
Weights 10lb to 50lb tare weight 20%

You would have to do additional customization to the shipping.php class file where the use of:
SHIPPING_BOX_WEIGHT
SHIPPING_BOX_PADDING

are used ...

If this is the ONLY shipping module, you could set the Tare to 0:0 and adjust weight in the module, however now you are not really computing the boxes right ...
