even when measuring in lbs, usps first class rates won't appear

using zen 1.3.8. Having a problem tracking down an answer to this, maybe someone knows. I'm using the usps module. I use pounds for the weight, BUT even though the weight is less than 13 ozs, for instance one of my products is 0.09 lbs, I still get this message on first class mail: -2147219434 - First Class mail must weigh 13 ounces or less. Obviously, one oz. is less than 13 oz. So, why would it still give me that message and not calculate first class mail properly?
