permissions for: /images/uploads

Can anyone tell me why I can't access the /images/uploads folder in a browser or sending (uploading) a file? Both folders have permissions set to 755, I've also tried 777 and max upload file size is set to 4mb in admin/configuration. I've also tried different product types but am assuming it to be a document type. What am I missing?!

problem started when I tried to create an "upload file" ezpage: http://localhost:8888/index.php?main...roducts_id=815

I'm not very good at this but have managed to modify the css flyout header, if this is of any interest to anyone I'll post the tpl_drop_menu.php file (can one upload files here? something else to discover!)

Please forgive if this is already covered elsewhere, I have looked but could find nothing other than setting permissions to 755.

Still no luck, I'm trying to use the files attribute so one may upload a file but altho there is a browse button there is no submit button. I tried adding a cart but it just tried to download nothing. I thought it might be a permissions problem but the folder is set to 755 ...
