PayPal Express - Not passing address info for me?

I'm using 1.3.8a.
I am using the PayPal sandbox.
I originally set the PayPal Profile in PayPal sandbox up for Zen Cart IPN module (Web Payments Std).
I have switched to the Zen Cart PayPal Express module.
I want to process both PayPal accounts and credit cards.
The PayPal Express screen gives me this choice.

It is important to note that I have logged into Zen Cart before any checkout.

When I choose the 'Checkout With PayPal' button from the shopping cart page the address information is not passed.
When I choose Confirm Order from the Order Confirmation page, the address information is passed.
Is this normal?
Is this a sandbox thing?
By the way, my log in to paypal developer area and Zen Cart are the same email address.
PayPal Express is my only active payment module.

I have read associated posts and will try a paypalwpp.php bug fix submitted by Dr. Byte and see if that solves the problem in 1.3.8a.

One Zenner responded to a similar post that Express was not for those who didn't have a PayPal account. I disagree.

I have one shipping method, one payment method, no taxes (non-profit org). The buyer can purchase from the shopping cart page or the order confirmation page.

Express accepts credit cards without a PayPay account.
Am I missing something here?

I want to use it as a single vendor, single payment method solution.
