file permissions

hi all, i've recentley installed awstats via my host panel which is an automatic install on thepetshopuk.co.uk. i did the same on wolf-moon without any problems, but on the pet shop it wouldn't work. so i thought delete files and copy from wolf moon and change domain name. then i hit 2nd problem it wouldn't let me delete. but i remembered changes in last security patch and thought thats ok change file permissions on both config files. but i couldn't do it either through filezilla or host panel. and when i try i get the following message

Command: SITE CHMOD 744 configure.php
Response: 550 CHMOD 744 configure.php: Read-only file system

can someone please kick me in the right direction while i continue to bang my head against the wall.

Ive had something similar, it turned out to be the ownership of the file, when you are logged in using your ftp software, locate the file and you will see a column showing the owndership of the file, often this changes to Apache and not your username. Log in using your hosting control panel and see if you can change the permissions/or delete the file.

If you have root access to your server you can change ownership of the file
