Layout Boxes Controller not working

I have just moved A shopping cart to its own IP address on the same server. And I have the following
Zen Cart 1.3.8a, Patch: 1 ,Database Patch Level: 1.3.8

The layout boxe controller will not let me set on or off, right or left, or any thing on any of the boxes listed.

This was a new install on the second IP address and I followed all the instructions to move the cart and data base. Even did the check key.

There are a couple of other problems with the updating of the pages that would not work either, so had to go into the file manager and edit them that way. I seems to me that my back end control panel just is not working even through most of the site content is correct and seems to be working.



Don't have a clue how to fix. What to look for or how to do it. Could not find any thing about fixing the layout boxex controller it self, just how to use it.

The inability to save any admin changes is a classic symptom of having incorrectly applied the June 2009 Admin Security Patch. Chances are you missed one or more of the files, and/or you placed one or more of them in the non-admin area by mistake.

Ok, I don't remember doing the securitiy patch, so what do I look for and how do I undo it or fix it?
