how to display products info in two languages. ?

Hello.
I need to have my products displayed in both English and French , depending on customer preference.

Its law where i live to have them listed in french ,even though this company im setting things up for them they not selling in Quebec.

You can either install one of the language packs (See Free Add-ons) or take a look here:-

Install a French language pack and the customer can switch the whole site between English and French as desired.
When you have a second language installed, you will get duplicate text input boxes in the product editing page in admin for each language.

I have done that. but my problem is with product description.
currently all products description are in english .
I pretty much think that i have to duplicate products and then translate them into french , but question is , how would i display product description to customer in their language ?

If you have the language pack installed correctly - you should have a second description input on the product's page in the admin and you then translate the description and it will show in the chosen language on the catalog side.

I added French pack but the problem is that 1 single product is displayed 2 times on both langugages on English and French page (main page and all consecutive pages).

I want that the only 1 product is displayed only 1x on English page (with English only description) and that 1 product is displayed obly 1x on French page (with French only description).

so if user select French language only 1 product with French description should be displayed (and the same for English)

The languages appear to be working with the product description; however, you have one or more HTML errors in the English output which causes the display to mess up.
