Interesting Shipping / Sale scenario - Need quick help with

Shipping is setup as live UPS and USPS rates based on weight.
There is over 4,000 products.

Customer has been running typical 15% off from date x to date y at least once a month. No problems there.

Now, he wants to do a twist and I am not sure if it can be done.

The next sale he wants to run will be strictly Free Shipping only to US customers.

So, during the sale dates, a customer from Russia comes in and purchases, he is charged normal shipping. A customer from Texas comes in and gets free shipping.

I know I would have to enable/disable free shipping manually, but can zencart tell the difference between customer location and do the appropriate shipping type? I think the answer is no, but wanted to double check.
