Gift Voucher, sell price, redeem value

Hi, this may seem like an odd question but for what I am doing I would like to be able to sell a GV as a product for say $20 and have be worth $35 to the customer. Is this possible?
Using ZC 1.3.8. no major mods just a couple of cosmetics ones.

At this time, Gift Certificates cannot be discounted or put on special or sale to avoid abuse of them ...

You would have to do a lot of customization and proceed with a strong word of caution when trying to discount Gift Certificates ...
