No HTML content in newsletters or emails

I've been through the forums regarding this issue and am sure that I have everything setup OK:

E-Mail Transport Method PHP
E-Mail Linefeeds LF
Use MIME HTML When Sending Emails true
Send E-Mails true
Verify E-Mail Addresses Through DNS false
Email Archiving Active? true
E-Mail Friendly-Errors true

The settings are the same as another website that I have on the same server and they can send HTML emails just fine.
When I send test emails to myself, I only see the text-only content and the disclaimer. Where's all the HTML and how do I get this to work?
I'm running V1.3.8

Thanks for that, but it's still not working. I only get the text version of the email - nothig at all appears in HTML

The link apds posted is from Zen Cart v1.3.7, and should not be used with v1.3.8.
Additionally, the 1 alteration in that posted file is *already* included in the v1.3.8a core.

Emails will only arrive in HTML format if the customer's account preference is set to receive HTML emails, and your store is set up to send HTML emails.

But I have v1.3.8 and it did not work exactly as it is happening, and changed the file and began to send correctly.

I need help in this too! I have sent a test newsletter to myself and I have checked the HTML box, and done everything I can think of, but I still can't see the images! When I preview it before sending it out the images are there, but when I get it in my inbox, the images are gone. How can I get the newsletter feature to work properly? Please help!!

This thread has been discussing the idea of entire emails showing up in text-only format, and not in HTML format.

Your post seems to be a different topic ... ie: you seem to be suggesting that you *are* getting HTML-formatted messages, but that some images are broken or not showing. Is that correct?
If so, then it's a different topic.
And, the root cause will be that you've got the wrong URL specified for the path to your images.
