Is it possible to limit the number of items that a customer can order in a single transaction?

For example, if a customer wants to order more than 20 items (in total - could be 20 of one product or 20 separate products) we want them to contact us for postage costs rather than buying online.

Can this be done? I'm using 1.3.8a
