We're using 1.3.8
Our add ons are: admin activity report 1.3; admin users (restrict cats) 1.0.8, better together & admin; hide categories; reward points. They've all been installed for at least a month, most more.
As far as we know, this issue started yesterday. When you go to check out, you get to step 2, payment and it says, Sorry, we are not currently accepting payment from your region. We have the 3 Pay Pal payment modules activated, all are set to none on the zones, our products are virtual so, we only have the free shipping activated, also with none on the zones. We have tried reinstalling payment modules and that hasn't helped. We compared our index.php to a fresh one and found nothing... The only real customization, aside from add ons is the skin...
