Another perweightunit question

Im setting up a site (latest version) and the client wants his shipping set up thus:

CD EUROPE: £2.00
CD WORLDWIDE: £2.80

VINYL EUROPE: £4.50
VINYL WORLDWIDE: 8.00

7” VINYL EUROPE: £2.00
7” VINYL WORLDWIDE: £2.80


T-SHIRT EUROPE: £2.80
T-SHIRT WORLDWIDE: 3.85


DVD EUROPE: £2.00
DVD WORLDWIDE: £2.80

Now I have set up two perweightunit modules for europe and worldwide (UK is free, have that set up working perfectly) and all my shipping prices are set up in my product pages.

The perweightunits work perfectly with CDs and DVDs (if the shipping address is europe...the shipping is £2, if its anywhere but the UK and Europe, its £2.80).
The values set up in Europe perweightunit and worldwide perweight unit are 1 and 1.40 repectively.

But ofc where the shipping cost of europe for vinyl is £4.50, the 1.40 value ive placed in worldwide is not enough to boost the shipping price up.
Does tare work with these modules or is there another way?
