PayPal service charge

Hi,

Using PayPal module, the shop owner doesn't want to bear the 3.5% service charge, he wants to add the 3.5% before check-out and bear this to customer.

Could you please kindly advise how to set this? thank you.

This is a violation of Paypal's Terms of Service. If they find out you're doing this, they'll close your account.
