ordder total rounding

hello,
i have an issue to order total roundding,
in admin currency, i set decimal places to 2, so the total 9.816 should be 9.82, but now it shows 9.81

in admin my store,
if i set display prices with tax to true, it would be correct, showing as 9.82,
but when i set display prices with tax to false, the total is 9.81,

in admin my store, hte tax decimal places always set to 0,

now, i need to set prices without tax, the problem is order total (9.816) doesnt display 9.82 but 9.81, not correct.

the version is zen 1.38a, what do i correct it?

tested again, the problem is not due to order total but tax rounding,

tax 1.176 displays 1.17, which should be 1.18

any ideas?
