set value to 1
this will show the manufacturer as dropdown box .

I am using 1.3.9c and changing the value does not seem to affect the sidebox nor does trying to increase the number of manufacturers shown.

i have no problem with 139c.. yours might be template issue .. to confirm , change to classic template and check to see if issue persist
