Banner Manager will not save! Bumps out to Admin Home on update button click!

I have the same problem on my laptop Windows(XP Pro) xamp (1.7.1) server and on webhost server. Both are new installs.
I log into ZenCart Admin Home and then Banner Manager. I edit, delete, or make new banner then click the update or delete button, and am returned to the Admin Home. Go back to the Banner Manager, and no changes have been made.
I have downloaded and reinstalled several times on both, thinking it might be a data loss, but no change.

I have searched FAQ, Support and I have the manual which has no cure. One person had the same problem I have, but the solution will not work for me, as this is a new install.

Update!
I tried to change things in Configuration such as store name and address etc. on both local and host server and got the same response.
No Change! Returned to Admin Home.

Seems like a problem with an incomplete application of the recently released security patch when installing via your host's automated installer.

Applying the patch fixed the problem.

In the begining, I downloaded and unzipped the full install ZenCart directly from the ZenCart site and installed it directly from the unzipped folder. I did not apply any patches after install until "canopy" made me aware of the fix.
Could this be a problem with the download from ZenCart? I don't know, but was just thinking out loud (in print) here.
